Mesa is really two building problems
The city covers enough ground that a build in an established central neighbourhood and a build on acreage out east have almost nothing in common. One is a tight infill site with mature utilities and neighbours on both sides; the other is open ground where the first questions are access, how far power has to run and whether the lot is on sewer. We plan and price them as the different jobs they are.
The city runs its own review
Mesa handles its own plan review and inspections, and knowing how a department reads a submittal is worth real weeks on a schedule. That familiarity is not a substitute for a complete set of drawings — an incomplete set costs far more here than the drafting ever would have.
Older neighbourhoods, older utilities
In the established parts of the city the existing service is often the real constraint: panel capacity, the sewer connection, the age of what is already in the street. On a teardown-rebuild that gets checked before anyone discusses finishes, because it can move both the budget and the schedule.
